Francis (Frank) is a Health Specialist with the World Bank Group and serves as the Academic Director (Healthcare Management) and Senior Lecturer at the Strathmore University. As a World Bank health specialist, he provides technical assistance to the Ministry of Health on strengthening governance for effective service delivery. Recent support has included implementing and evaluating regulatory reforms for patient safety, developing and validating quality standards and clinical governance strategies, implementing clinical risk audits, supporting the developing of a framework for establishing a national accreditation mechanism for health services, and coordinating the development of a public-private partnership strategy for health for Kenya.

Frank holds a PhD in Health Systems and Policy (London School of Hygiene and Tropical Medicine-LSHTM and Open University, 2012), an MSc in Public Health (also from LSHTM), and a BPharm degree (University of Nairobi). He has additional training from the IESE Business School (Barcelona), Strathmore University (Nairobi) among others, and serves partner universities at various capacities, including Neu-Ulm University (Germany) and University of Malawi. He also holds research grants with various universities globally, including Warwick Business School and LSHTM.

Frank previously headed the research unit at Aidspan (Global Fund Observer), and worked for six years as a health systems researcher at the KEMRI/Wellcome Trust Programme before that. He also worked as a pharmacist for the Ministry of Health. Frank has done consultancy work for the Global Fund, UNICEF, WHO, DFID, USAID, Bill and Melinda Gates Foundation among others.
